这个问题是要给 windows目录下的cmd.exe 赋予权限，为Internet User可执行。原来ImageMagick的convert.exe要用到cmd.exe。
所以就设置\windows\system32\cmd.exe为InternetUser可执行的权利
cmd.exe上右键 ->属性 -> 安全选项卡
